Frieza was the universe’s nightmare — until Dragon Ball kept raising the bar. Here are 10 villains who surpassed the Frieza the Z Fighters knew for decades, from Cell to Moro. (Black Frieza, his newest form, changed the math again — more on that below.)
Quick Answer
Ten villains who surpassed Frieza’s classic peak: Cell, Kid Buu, Beerus, Jiren, Broly, Goku Black, Fused Zamasu, Moro, Gas, and Cell Max — measured against the Frieza of the Namek through Golden eras. Black Frieza’s current standing as Universe 7’s strongest mortal is addressed separately below.
10. Cell
The first villain to make Frieza’s peak look quaint. Perfect Cell outclassed every Z Fighter until Gohan’s Super Saiyan 2 — and his arrogance, not his power, was what killed him.
9. Kid Buu
The universe’s reset button. Where Frieza ruled through fear and armies, Buu was pure annihilation — no plan, no mercy, just erasure. The Spirit Bomb, not any fighter, had to finish him.
8. Goku Black
A god in Goku’s body with a zero-mortals plan. Black’s calm cruelty and endless Zenkai growth made him a threat Frieza’s empire-building never approached.
7. Fused Zamasu
Immortal, divine, and half-Goku. It took the literal erasure of an entire timeline by Zeno to stop him — a scale Frieza never forced the heroes to reach.
6. Broly (Super)
The Legendary Super Saiyan’s canon debut forced Goku and Vegeta to fuse — something Frieza at his classic peak never required. Raw, limitless, and still growing.
5. Jiren
Stronger than his own universe’s God of Destruction. Jiren didn’t just surpass Frieza — he made Ultra Instinct necessary, a tier Frieza couldn’t touch until Black.
4. Moro
The Planet-Eater who drained gods and worlds alike. Moro’s magic-based power broke the rules of every fight before it, and only a Spirit-Bomb-fueled Ultra Instinct stopped him.
3. Gas
The product of a wish to be the universe’s strongest — and for a time, he was. Gas pushed Ultra Ego Vegeta and Ultra Instinct Goku past their limits back-to-back.
2. Cell Max
Red Ribbon’s gamble: an incomplete, mindless Cell pushed beyond Perfect. Gohan Beast and Orange Piccolo together barely stopped him — a threat level classic Frieza never reached.
1. Beerus
The original wall. A God of Destruction who treated Super Saiyan God Goku as a warm-up and whose full power remains unrevealed after a decade. Every villain on this list is still measured against him.
The Black Frieza Caveat
Black Frieza one-shot Ultra Instinct Goku and Ultra Ego Vegeta simultaneously — currently the strongest mortal in Universe 7. Against most of this list, he would win today. This ranking measures the Frieza each villain actually surpassed in their era, not his latest evolution.
Frequently Asked Questions
Is Black Frieza stronger than all of them?
Against most of the list, likely yes — he’s the strongest mortal currently shown. Beerus’s full power remains the great unknown.
Who was the first villain stronger than Frieza?
Perfect Cell, in the Android saga — the first threat to clearly eclipse Frieza’s Namek peak.
Is Beerus really a villain?
He’s an antagonist and a God of Destruction. For power-scaling purposes, he belongs on any “stronger than Frieza” list.
Where does Broly rank among them?
His Super incarnation forced a Gogeta fusion — above every Z-era villain, below the god-tier names.
Is Cell Max canon?
Yes — the villain of Dragon Ball Super: Super Hero, stopped by Gohan Beast and Orange Piccolo.
Could Frieza reclaim the top spot?
Among mortals, Black Frieza already has. Only the gods are clearly still above him.
